I had recent dealings with PAM. It was a debt regarding a parking ticket I received in a suburb of Chicago in 2009. Problem is, I don't own the car, and this company seemed to think that I was the rightful owner of said car. They refused to document the fact I'm not the rightful owner, except to say that they wanted me to get information from the Department of Motor Vehicles in Illinois to show I'm not the owner. (How do I get information from the DMV on a vehicle I DON'T OWN???) It took a complaint to the Wisconsin Department of Financial Institutions to set them straight, with them being "called on the carpet" for why they never logged the complaint as 'disputed' and why they were asking me to get information I could not get in the first place.
It also should be noted that PAM was sued by another suburb of Chicago (Oak Park, Illinois) for over half a million dollars; for what reason I do not know, but it could be because they were not paying the monies they collected. Proof of that lawsuit can be found on the Cook County Clerk's website.
